I have a 2004 Passat that has been in storage for abt 5 years.  It was in mint condition when I put it in storage... now I want to bring it out and drive it... how much should I budget to get it road ready?

Depends if you're going to do the work yourself or take it in to shops. I'd recommend fluids and filter changes, gas tank drain, brake inspection, belts and hoses inspections, and tune up, just to start. My car was on stands for four years because a part I needed was no longer manufactured. Part became available and I did all that a lot more. Tires generally have a 6 year life and then after that they can come apart at any time, so I bought new tires.

I would have to take it to a shop. I've not worked on German cars myself before.

My car had 10400 miles on it, and even though I did all the work myself, I sunk about $500, which included about $250 for the tires. So, rough estimate, $600 or more at a shop to get it on the road and then you should get new tires for safety sake.
