VW needs resetting or did he scam me

I lost the keys to my car that had no issues,
maintenance lights or whatever. It was 2 months
before I finally gave up on searching your the keys
and hired a Vw certified locksmith to rekey my car.
Before he arrived, I replaced the battery because it
died without me being able to shut off the alarm I
guess. He gave me a key fob and backup key, but
then said the key fob won't work because he
couldn't program it. He said I have to replace all the
different codes that popped up before he can code
in my key. The car ran perfect before I lost my keys
and even has 3/4 of a tank of gas in it. I paid
almost $400 for the rekey. Did he scam me? The
car won't turn on at all. How can I reset my keys
and my computer?

If your car has a bunch of OBD2 codes post them here so we can get an idea of what the problem is.
