The locksmith said my Car has no key code

I've contacted two locksmiths to come and look at my car
because we lost the fob key and wanted to reprogram. Both
said when trying to get the key code to program the key
that there was no key code and that there was no way of
programming a key, but it might be a technical issue that
they didn't know about. When I tried turning the spare key in
the ignition they key goes all the way through without the
car making any noise or effort to start. Is there a way to fix
it? A battery problem?

Call up your VW dealer and talk to them about this.

I called the dealership and they said they have never heard of anything like this before. He also said it was $225 for an appraisal and I want to try avoiding that because then I have to get the car towed without knowing if they'll be able to get it fixed

The key replacement and re-code can only be done through by a VW dealer. The key can only be replaced by the manufacturer (VW doesn't let their dealers make new keys). You will need to provide proof of ownership, order the key and pay for it at the dealer. You go in for the re-code when the dealer parts dept has received the new key from VW. You don't need the car when you order the key but only the proof of ownership. No locksmith can help you with this and a good locksmith will know this. BTW It isn't cheap.
