Most engines water cooled engines run at about 90 c (195 f). The fan should cut in at about 100 - 110.. I had a 98 Passatt and that ran at a constant 90 so I would imagine that you're Jetta is the same.

your fans turn on when your thermostat opens, which is anywhere between 180 f to 215 f

if your fans are not turning on it may be a temperature switch located on the side of the radiator move the connector around while its running to make sure there is not a bad connection otherwise you could replace it its a fairly cheap part

if you jump the terminals 1-2 low fan speed should occur jump 1-3 high fan speed should occur if this works replace thermo switch on the radiator
