2008 Malibu wont lock or unlock doors and trunk. Bought new key FOB thing
and that didnt work. Is this an electrical issue? Who can fix it in Detroit?

How did you program the new fob? It could definitely be an electrical issue. I would image any mechanical shop or dealer would be willing to work on this. Will the car lock/unlock from the door switch?

The new fob came with instructions for programming. But it didnt work on the doors or trunk. The door switches didnt work for locks or trunk. Help...

I would start by checking your fuses. I'm pretty sure a dealer is required for key fob programming on this vehicle. The first photo is your interior fuse panel. The second photo will have two fuses and #36 is a relay.
