2008 Ford Escape 6Cyl will not stay running

2008 ford escape 6cyl  starts and immediately quits.  I can hold down pedal and it will rev to 4000 then cut off as soon as I take foot off.  I can hear pump make a buzz when I engage key.  Inertia switch seems to be ok but not sure where button is supposed to be.  when I unplug inertia switch there is no buzz from fuel pump.  I replaced fuel control board between tank and spare tire as well as relay and fuse.  this is very frustrating.
