Motor turns over and even with a new distributer
and starting fluid, it does not even pop. Is there
something that could be keeping it from starting
that is particular to this car? 403 engine

Pour a small amount of gas into carb, if it fires then your carb is the problem. (just a small capful).

Even with a new distributor, do a spark test at the end of the plug wire(s) Just verify that the new distributor is working...you could have a bad coil if that was not part of the distributor on that model car. With spark and fuel the car should at least try to start.
