My Ford Bantam 2003 shows car lock on dashboard if i park it on a wet surface
for a long time or park it in the open on a cold night. It will only start after being
subjected to warm conditions. What could be the problem.

It sounds like the Key Reader, Reader coil. Try heating the key reader with a hear dryer first, then try and start it. These key readers can be repaired.
