Can the Starter freeze up?

After a night of the recent  Blizzard my Ford F150 didn't make a sound when I turned the key.   I was getting good power from the battery.  all electrical seemed fine other than the heater that didn't go on.   I am wondering if the starter may have froze and if so how would I unfreeze it

Just give it a few raps with a rubber mallet.

Starters do lock up from time to time. Maybe park it where it can thaw, carefully use some heat on it or smack it with a dead blow hammer or as Ken suggested.

I had this happen years ago when I lived in WI and my neighbor told me to wrap an electric heat pad around it and let it sit for half an hour. I did it, it took an hour, but it worked.
