hi, my 2006 Subaru Forrester wont start! we thought it was the ECU, or AMC but its neither. pls help

Does it crank? (btw, blown fuses don't smell)
It doesn't turn over. The lights will come on. Thank you

Then it could be many things. Start by jumping for assured current. If no-go, AND you have no CELs, peel back the top left cover edge over the t-belt; you may have snapped a belt or broken off a pulley, but that's extremely rare at only 10 yrs. Also unlikely that your coil is shot, but not very rare. So check for spark if it turns over. VERY unlikely to be fuel pump.... Could be shorted battery cel or blown alternator (internal voltage regulator, although these are now fairly robust). Keep at it.
its actually in the hands of a Subaru mechanic shop. they are full of crap. they dnt know what the issue is at this pt, and want to replace all wires for 1700. I will ask about the belt tomorrow. ur awesome! thank you for taking the time out.

Franchised Subie dealers aren't allowed to splice harnesses nor run parallel outside wires to circumvent an internal conductor break. Find someone with electrical chops who will test conductivity IF THIS IS AN ELECTRICAL FAILURE...of which I'm not convinced. Might even be your ignition switch...but VERY unlikely.
