95 jeep grand cherokee orvis . fault code reads 12 ground fault wont star. friend says hidden fuse link on harness is problem. Is he correct .

A friend is telling me there is a fuseable link not letting my jeep run. is  hidden
on harness is he correct . If so where would it be?

Near the battery most of the time. Guess it is this one:

Sorry, in your case (as the posted photo) should be near the coolant tank and in front of the fuse box.
