YES. Emissions leak can cause a car to fail the annual emissions test and if caught by the inspector, inspectors have a right to "impound the auto until a repair date has been verified or suspend vehicle registration until inspection of emissions equipment has been properly fixed per state law". ASIDE from all that, you or your passengers could get sick (aka carbon monoxide poisoning) or die !
