I would try a green scrubbie pad on the deck but the rust stain should not hurt anything. I would not use anything more abrasive. The cylinder bores should be honed if you are not going to bore it out to the next size up.
i tried many times green scrubb with soap but when its dry then again come yellow color up
is there any idea how much does it cost for honing...?
You can hone it yourself with a drill and a hone which you can probably rent from your local auto parts store. I would use oil with the scrubbie if you just have to remove those yellow rust stains. If there is a ridge at the top of the bores you also need a ridge reamer. https://www.freeasestudyguides.com/ridge-reamer-engine-block.html
probably oxidation due to air..coat the inside of the block with something like WD-40 ALSO buy/rent a ball hone for the general size of the bore 3.5" and use your drill (de glaze)..also clean up /open up the oil pump hole where the oil pump bolts to.... ebay has hours of stuff to watch..
