Out of state registration

I was wondering if i bought a used vehicle from out of state
and it has unpaid registration of 3 years, would i be on the
hook for all three years plus my current fees? I live in CA

I suspect there is a good chance you will be. I would tell the seller to clear it up before you buy or discount the price to pay for the fees. Check their states DMV website or contact them to be sure. There is another issue with out of state cars. If the car is not 50 state compliant (California smog) you will not be able to register it.
