how do i transfer title from New york To Nj

You sign the title over to the buyer and they take it to their local DMV office to register it in their state. You can read up on this at your states DMV website.

got it so the seller would have to go the states DMV with the buyer? in this the seller is from NY buyer is from NJ

I see no need for the seller to go to a NJ DMV. A signed title and bill of sale is enough.
