i have a 1978 corvette and at 70 mph the rpm are at 3500 what  rear end gear
will lower the rpm in the motor

That is geared pretty low but with the limited engine power available back then they need low gears to get a decent level of performacne. I would look for a tag on the differential and then pick a gear that suits your needs. I looked up the specs for 1978 Vettes and the standard gear ration was 3.36 which matches the information you gave. A 2.73 might be what you want OR you could install an OD transmission such as a 4 speed auto or a 5 speed manual.
