1990 chevy G20 dashlight dimmer

My headlight switch will not dim or
brighten the dash lights. I replaced it with a
new one but it still won't work. Both
switches check ok on a meter. What's
wrong?

Yes, they are about half way on but turning the dimmer knob will not dim or brighten them at all. The dome light does work properly.
