Does the water pump drive belt tensioner wheel suppose to rotate?

I have a 2002 Escape that I recenlty purchased.  I noticed that the wheel on the water pump tensioner does not rotate.  Can someone tell me if it suppose to rotate?  This is the belt opposite of the main serpentine belt.

Tom, Thanks for the response. Mine is a 3.0 v6. I think in versions after 2005 it does not have a mechanical tensioner. Anyway looks like it was working correctly after all. It was dark and I could not tell. But I chalked it and know for sure. Sorry for a wasted question. Well it has a new belt now.
