2004Expedetion wn't turn over!

2004 Expedition, Eddie Bauer was stolen, The key cylinder was shattered! I replaced the entire system from a salvage yard, parts are no longer in production,, all lights and such are working. However the starter will not engage and the security light on the das continues to blink rapidly when the switch is on. Does the PAT system need to be reset and how is it done?

Did you install the ECM from donor you got lock and key from?
No Sir!!! Was told it wouldn't be necessary,, just reprogram the key!
However I can find nothing on how to accomplish that!!!
If the key is chiped,and i think in that model it is,it will have to be programmed by a dealer,or lock smith,to match the ECM,without the proper scan tools to do this,or the ecm out of donor truck where you got key and cylinder.
ECM from the donor not possible,,, guess I'll try a Locksmith! Dealer last resort,,LOL!
