The RPM is not going up more than 3000 rpm

The RPM is not going up more than 3000 rpm, and the car struggles to accelerate from 0 to 60 kmph. I tried to change everything and it still no improvement. what could be the problem?

Needs a tuneup, engine worn out or the catalytic converter is plugged up. It is hard to tell without more information.
