my heater onlt works on high, won't switch from
cold to hot, and won't switch from defrost to
anything else. swapped swtich and still not
working. my daughter's '99 is doing the same
thing.

Possibly the blend door actuator which moves the blend door from hot to cold. My son's 2003 explorer has the same problem. It's an electrical operated motor buried behind the dash which may necessitate the dash being removed to replace. Check the net for a video on the blend door actuator. There is also a workaround involving drilling a hole in the side of the dash and using a plastic wire tie to operate the door after the engine starts.
