1999 ford explorer sport won't turn over

I have a 1999 ford exploree sport that will crank
but it takes several tries for it to finally turn over
and I've tried everything I can think of?

I have changed the fuel pump, plugs and wires, cleaned battery terminals. It is acting like it is flooding out and sometimew it starts with no problems. I've checked the fuel safety switch, I've checked all the fuse
