If your Taurus has Daytime Running lights, they come on when you put it in gear and go. Doing this may also be dimming the cluster lights so they don't glare in the driver's eyes. Click it in and out of Park to see if that's what happen. The brightness of cluster lights is adjustable by a little black wheel near the headlight switch. I think what you are seeing is normal. I think my 2004 Taurus SEL does the same thing...I hardly noticed. I hope this helps.
