ABS and BRAKE lights on

Hi all,
I have an Honda civic 2007.
When I start the car,I have an ABS and BRAKE lights on. Nothing is blinking.
I think both lights are related.
The OBD2 scanner doesn't read the ABS code.
After some research I read you can jump pin 4 and 9 on your OBD2 and see
any blink on the dashboard. But nothing is blinking except the mileage
information.
Any one has an idea.

what type of obd tools do.u.use to scan the car.and hv you.check the brake pad and brake fluid.try to get back to me on this.
I am using the free scanner from Advanced auto(Actron). The brake fluid is right at the lower line.
Tom, The fluid level is fine, it is about min. The one I looked at first was for the power steering
