Most likely the electric fan that cools the engine is not working, this is a common problem on the pt cruiser.

The guys looking at it said they can see the fan working at least while it sits and while driving they say they hear it come on

Is your problem the engine go's cold, or is it over heating? If it go's cold it has to be the thermostat staying open, if it heats up it has to be a problem in the fan circuit.

the engine is getting cold I just found out my thermostat is open thank you guys for helping out
