Or cruiser timing belt

I was driving on the highway about 65 my
car started loosing power but didn't die then
smoking I pulled over as soon as I stopped it
died.When my husband got there we tried
starting it and only the bottom half of the
engine turned over.would that be my timing
belt or could it be something else?

The bottom half of the engine turned over meaning?? If the camshaft wasn't turning with the crankshaft then the timing belt is broken.
