can I put a toggle switch in to disengage the fuel pump when the ignition is off?

When the ignition is off, I can still hear the fuel pump humming. The only way I can turn it off is to take the ground off the battery. Can I toggle it somewhere instead?

Sounds like the fuel pump relay contacts are welded together. Try a new fuel pump relay.
