Horn is stuck on 1997 Jeep Grand Cherrkee Limited 5.2l V8

The horn on my 1997 Jeep Grand Cherokee Limited 5.2l V8  is stuck and
continuously blows unless I disconnect the battery or the horn relay.  How to fix
it.  No issues with airbag or ny warning lights.

I have already tried changing the horn relay but no luck, horn still blows continuously with engine on or off. Have pulled the steering wheel and also removed the air bag but do not see a problem. Also don't see a switch for the horn under where you press in the middle of the steering wheel to engage the horn? So what should I look for after pulling off the steering to fix it???
