2000 Grand Jeep Cherokee
Will not start not even turn
over. A new starter was put
in.still won't start. No lights
on dash nothing no sound at
all.

Has to be a dead or discharged battery. Recharge it and try again. Or do a jump start and have battery tested and replaced if necessary. If the new starter did not change things, the old starter was probably not at fault. Check the battery cables too.
