The filter on the pump is simply a brass screen. There is another fuel filter above the rear axle, in front of the gas tank. You probably had to disconnect it while removing the tank. This filter also contains the fuel pressure regulator. Change it. I hope the fuel filter did not rupture and all the dirt got pushed up to the injectors. You may have to flush out the fuel line and clean the injectors. You may very well had a plugged filter, and changing the pump ruptured the filter. Hope not.
No cause it runs fine when it's at 700 rpm or more and it also idles fine just has moments like air bubbles are going to the injectors then it clears up again but if there was air in there I'm sure it was pushed through by now but there's been time's that it will not start until I relief the pressure from the fuel rail then it starts up like it's flooded for a minute then clears up... I didn't know there was another FILTER on the Jeep I looked everywhere for it, and read the Haynes book also no mention of it but that's probably a good thing to check but I haven't put a guage on the fuel rail yet but it has a lot of pressure at the motor

There is a Schrader valve on the fuel injector rail to take a pressure reading. It should be about 55 psi. And like I mentioned, the fuel pressure regulator is built into the fuel filter, next to the tank. That fuel filter is original equipment and every Jeep has one. There are three lines attached to it. Without that fuel filter you have no pressure regulator either. And it might be time to scan for codes and make sure you don't have maybe an ignition (spark) problem.
