2006 TC limited blower fan stays on high all the time

when starting the car, the blower is on full speed. if I try to turn it down, the indicator looks
like it is reducing but there is no change. If I try to turn climate control totally off it still bliws
on high

You have the option of self test. When you get to the service drive at your dealer, they may be able to enact that sequence and help you get an estimate to continue your diagnosis. The control can lead them to a set of tests or inspections to find what actuator or sensor is out of range. Some concerns can be the parts are damaged or not in place, others can need replacement. They may not charge you if it is answering these questions. Their parts would be the correct ones, and updates for parts and procedure would be easy for them to say if they apply to your VIN.

A stuck actuator can get out of normal range, so the controller runs the blower all the time. A temp sensor can be knocked out by a passenger or someone working or cleaning. A sunload sensor can get a layer of dirt on its lens. Many of these are difficult to find without experience because the book sometimes has descriptions that can mislead even the best reader. TSB bulletins are the goto. so for you, it may be the place to ask, your dealer.

Do a search for EATC self test. There is a you tube video on it. Run the self test. My bet is the EATC unit is bad and they are expensive.

Experience tells me your passenger could have lifted a foot and upset your EATC apple cart.
