Why wont my windshield wiper motor work on my 1991 Mercury?

I have a 1993 Mercury Grand Marquis Ls. Everything works well but cant figure
out why wont my windshield wiper motor work? It will not turn on at all and also
is making a noise in the front under the wiper fluid tank. We have checked the
switch, the ground wire and pump. Replaced the fuses. We cant seem to figure
out what else it could be,

Have you applied 12v power directly to the motor to make sure the motor itself is working properly?
