Revs low

It revs pretty low and also when I step on it a lil itll
act like im not even doing anything and it'll actually
lose speed..but if I'm really easy it'll shift
alright..I've replaced the idol control valve , fuel
filter , air filter and plugs..can anyone tell me what's
going on?
