If the squeaking is coming in the front of the motor, trying checking belts. Your motor shouldnt be making racket up front.Low oils or not.
It's not really recommended but I use 50W motor oil in the transmission of my old 1978 truck. Transfer case also. Works great. Your 1999 Grand Marquis is a manual? It calls for 70W90 gear oil. And for a third opinion, I agree with both of those guys raymont and Tom. If you want to get ambitious, loosen serpentine belt and wiggle every pulley, with a side-to-side motion and they should not have any play, spin in a perfect circle and not wobble.
Into what did you put the power steering fluid? I believe your car is old enough that it has the recirculating ball steering, and if so, you have probably killed the pump. The older systems like that from Ford do NOT use power steering fluid at all. The fluid is, if you check your specs, TYPE F transmission fluid.
