99 Mercury Grand Marquis LS cooling fan isn't working

One night I started my 99 Mercury Grand Marquis
and the idle was very high and wouldn't kick down.
I drove home a few blocks and forgot until the next
day when it didn't the same thing. The third day I
was driving to the gas station less than a mile and
when I got there water was spewing from the
radiator. I have noticed that the fan never comes
on, but now the battery is dead too. Would all of
those things be caused by the fan not working?
That's a very high idle, overheating, and now a dead
battery.

Could be your serpentine (fan) belt. It drives the alternator and water pump. The fan could be the fan relay, or the fan motor itself. Replace the relay first. Or the fan thermostat. Check that belt! The idle could be the Idle Air Control Valve. May need cleaning or replacing.

So the belt would have to be broken or? My friend was looking under the hood right after the first time it overheated and he said somethng about the pully going weeble wobble instead of steady.

Your belt tentioner could be bad, and maybe the belt slipped orr. You had better replace the belt and tentioner before driving it even a mile. It's not a very hard job, one needs a 1/2 drive socket handle to release the pressure, and the new belt has to be threaded as per the diagram under the hood. It also has to be seated correctly on each pulley. A more remote possibility, is that a pulley on the water pump, or power steering pump has come loose.
