why does my dash lights flicker on and off when trying to jump my car off with a battery charger?

My battery has low cold cranking amps and it has been down in the 20's for
the last three nights, it cranked yesterday after sitting through two cold
nights, but had to wait until it warmed up outside to jump it off it would not
turn over fast enough until it warmed up, this morning, I have it hooked to a
battery charger, and when I tried to crank it, the dash lights flickered on
and off, never did that before, now my interior lights won't even come on,
and it is not charging up, but I know for a fact the positive is definitely
getting fire but it still isn;t turning over why not?
