No Power to Primary Cooling Fan Relay

The primary cooling fan relay socket has no power. Have replaced coolant temperature sensor. Checked ALL fuses and relays -all good. Cooling Fans and a/c compressor not working, but they both work when I jumper them. Also having problems with cigarette lighters popping fuses. I doubt but not sure if this could be related as I know the OBD is on the cigarette lighter circuit. ECM bad? Ideas?

after putting the sensor in did you reset the computer

I disconnected battery and turned ignition switch forward for several seconds. I believe the codes were wiped when I had codes checked recently as well. If there is another method to reset ECM please advise.
