Or is it just not getting hot enough to need the fan now that the new water pump is doing a better job of circulating the coolant?

i know its winter here i saw a video says to check ac to see if fans come on and did that i didn't even hear or feel it kick on.
I can’t think of any reason the fans would come on with the air conditioner.
Try the AC trick again and this time look at the fan. It will come on when the AC is engaged so if it does not, then there is a problem. I agree with munron though, replacing the water pump will improve circulation and you may not be getting as hot as the car did before the exchange. If you prefer, you can test the fan motor by jumping it with a 12V source to see if it energizes.
