The power antenna seems to work, goes all the way up when car starts, but when turned off, only drops down halfway or so. Can it be cleaned, or lightly oiled? Or is it not fixable, and needs replaced.

Yep ... light oil and a paper towel . get the antenna completely up and rub the oil in like you are polishing it ... then go a few cycles up- down .... then on the last up ... well oil it again ... now your done

Do not use WD-40 or any regular oil to lubricate it. Use something with graphite in it. The WD-40 type oil will clean it and make it work, but as time goes on, the oil will attract dust and turn it into gunk that will clog the mast again. The oil used on door hinges or guns is best as it has the graphite properties that will not attract gunk or dust.
