98 forester

I recently acquired a 98 forester and it’s extremely  
sluggish and I’d like wake the engine up somit
performs better, any ideas?

This does not sound promising. I would first do a compression test to see if there is any hope for the engine. If compression is good a tuneup would be the first thing to do.

The engine was just recently rebuilt but the car has no balls, planning on swapping out the engine and tranny just can’t decide what direction to go
