04 Forester squeal and hard to turn at start up

When I start my car it squeals. If I go to pull out of
a parking spot it is hard to turn the wheel. It
happens more often when it's cold.  It has been
going on for about a year now. I changed the belts
because they were awful. It still didn't fix it, so we
tried tightening it. It still didn't fix it so we took it in.
They changed the tensioner and the belt again. By
this time it was summer so it didn't happen all
time. It only does this when the engine is cold. I've
seen other posts with the same problem, but no
one ever says what was wrong. Any ideas?

I don't know. I was worried about that, but I thought that it wouldn't stop squealing or being hard to turn.
