no speedo and no up shift

No speedo movement (stays on o speed) and no up shift  (first gear only) on a 1994 Subaru legacy wagon  
4 wheel drive non turbo. Spliced a wire to the transmission senser  with the wheels off the ground and  
volts go from .o23 volts  to .o45 volts when the engine is reved  the wheels spin   but speedodometer  
stays on  zero and no up shift!!!! Happened suddenly so most likely electrical  some where?                 
disconected  battery to clear computer  pulled on the wires   still nothing

Fixed it it was the speedo cable drive shaft bad sleeve bearing twisted of speedo drive shaft no speedo signal then no up shift. Went over every wire before I found out that no speedo signial = no upshifting
