The headlights will not turn off

I am in CO and it has been raining steadily.

How high is the water? Or have you gone through water that went high in the front grill area? There should be a sensor that could be covered with dirt or wet and making contact turning them on. Disconnect battery for now so you have battery voltage to get around.
