Is this a timing belt issue?

I was recently in an accident in my 1996 Toyota Camry. Damage to front passenger side. When I try to start, it makes a bit of a screeching noise and will not turn over. I know the sound of a loose belt, and it does not sound like that. Someone told me it could be the timing belt, but I am unsure.

Are you saying that it screeches when cranking it? As in the engine does turn over but it won't fire up? Or do you mean that you hear a screech when you hit the key but the engine does not turn over at all, like it's stuck?
You may have a weak battery or a bad starter. If you have a volt meter, put it on the battery and see what you have for volts. If possible, charge battery with a charger or get a jump start. If still not turning over, have someone hold the key to the ON position like they're starting the car. As they hold the key, rap on the starter with a hammer. If car suddenly turns over, you have a bad starter. Post back with results.
