99 Toyota Camry temperature Gauge goes from middle and drops to towards the C when driving and fans won’t start but car doesn’t over heat ?

have a 99 Camry with 98k miles on it I notice
when I drove about 60 miles the gauge
started to drop temp while driving when I
come to a stop the temp needle goes back
up to the middle so when I got home I looked
under the hood and I notice fans where not
on ether car drives perfect and it doesn’t over
heat. By any chance dose any one know
what it could be ? Thank

Sounds like a bad thermostat, it regulates engine temp. I hope this helps, take care.
