I'm looking at a 1999 Toyota Camry that AutoCheck lists as having a 2.2L I4 EFI. The owner describes as V6 but most cars with 2.2L's are V4. Is there a V6 with a 2.2L engine made in 1999?

Suggest you have the owner of this vehicle look under the hood for the Engine Code Decal. It will indicate engine originally installed in this vehicle.

No, V4 engines are extremely rare. Four cylinder engines are almost always of an inline configuration. The '99 Camry had a 3 liter V6, and the I4 was the 2.2.
