2000 Toyota Camry (4th gen, 97-01) problem with climate control blower speeds, 1&2 don't work

OK... it's a 2000 Camry, 4th gen, 1997-2001 gen. There are 4 speeds for the blower fan putting air into the passenger compartment (NOT the fans on the front of the car sucking air through the radiator).
Speeds 1 & 2 have stopped working. 3 & 4 are still functioning. The heater and A/C still function as they should (i.e. A/C compressor still functions normally), so this is strictly a switch/relay type thing.
I can not, for the life of me, find the offending component. I went so far as to pull the control panel off the dash today, and check the rotary switch.
I'm assuming a fuse would be in the panel behind the coin tray to the left side of the driver-side-dash, but can't find documentation that tells which fuse to check. The diagram on the fuse panel itself is of no use, or simply doesn't list what it is I'm looking for.
The fuse/relay box in the front-drivers-side-engine bay has icons for "Fan 1" 2 and 3, but these are the radiator fans, from what I can tell.
What am I missing here? I REALLY want my bottom 2 fan speeds back.

Your looking for the blower motor resistor. This is what controls the blower motor speeds. Here is a sight with the resistor you need. But... the thing that I figured would indicate the resistor going bad was that "the fan just kicks to high speed", only. I still have speed 3. 1 and 2 are dead. Having speed 3 would lead me to think the resistor is still working. It's maybe a relay for 1&2 that's dead? Or something?
On my car I went threw 5 after market blower motor resistors until I got one to hold up for more that 2 days. What it started to do was the blower motor would run on high with the keys out of the car, ignition turned off. So I replaced the resistor and everything was fine for a day, then I had no low or high speed. Every time I changed the resistor something different would happen. The blower motor resistor controls the blower motor voltage to make it run at its different speeds. So on the fifth resistor mine has ben working ever since. Thus I should have gotten a OEM resistor, but so much more expensive than a after market part, and the after market part has a 3 year warranty, and it was easy to change mine out.
Nope. A/C functions exactly as it should, just that the 1 and 2 speeds don't work. I'm going with the Blower Motor Resistor option, it's ordered. Will update once it gets here. I've had the light flashing a couple times in the life of the car, but only when it's raining, I've gone through a deep-splashing puddle, and the belt is loose. I can usually hear the squeaking of the belt at that time. Ride past that for a minute, it dries off, the belt catches again, everything's fine. Tighten belt next day. I've gone through everything with this car.
Rowefast... went with a "Toyota" branded piece. Comes with a 1 yr warranty. Just want my low speed blower to work. That's it. That's all I want. And... this... well... this ashtray... but that's all I want... this ashtray... and... this paddle-game... but that's it... that's all I want...
Would that be the check engine light that flashes?
You might consider checking for moisture damage on the old resistor. If there is moisture damage check the AC condensation DRAIN for obstructions. Get back to us the the ultimate results.
