Toyota Camry 2004 radiator cooling fan only runs a few seconds while AC is on.

It's toyota camry 2004 XLE 4 cylinder. I think it has a radiator cooling fan issue.
If I turn on the AC, the fan starts for a few seconds and stops, then after about
30s, it starts a few seconds and stops again, then on and on. Last summer the
starter got burned and replaced, and I think it's the cooling fan issue caused the
starter overheat. Not sure you have any idea what might be wrong.

My car's AC does not seem to have a problem. It blows sound coldness in summer and hotness in winter. What I mean my problem is the radiator fan not running consistently. I ran my car for 30 mins. When I stop and keep the engine on, I opened the hood and always find the fan is not running.
