Not necessarily. Unless you have signs of a stretching or bad timing chain, leave it. You don't say what engine you have or how many miles on it, but in many engines you may have an overlapping cover. The two jobs tend to be done together because by the time you strip the front of the engine to get to the timing chain, or water pump, you may as well do the other job - except a water pump is relatively inexpensive compared to the timing chain, so if you are doing a timing chain, it makes sense to do the water pump. The reverse however is not financially practical.

Most mechanics want to do timing belt change at 90-100K miles, but for Toyota camry, I feel that is pre-mature and timing belt can survive upto 150K miles, same with water pump. But to be cautious, you can plan the timing belt replacement and the water pump work at 125K-130K miles. However make sure your car has the timing belt. Most Camry's V6 engines have timing belt, but most 4 cylinder engines have a timing chain, no need for any replacement here.
