Brake rotors seem to lock up continually

We have a 99 Toyota Solara - front end keeps "grinding" and the brakes/rotors seem to "lock up" they get very hot. If I pull off the side of the road and back up real fast and slam on the brakes they release. I have changed the rotors, brake pads, and the wheel bearings 2x. I'm at a loss. Anyone ever hear of this?

Is it the front brakes locking up? If it's the rear, it might be a bad proportioning valve. If the front maybe rebuild the calipers.
No sorry - the front brakes aren't locking up, when going down the road "sometimes" you can feel a vibration start in the wheel, applying the brakes makes it worse, like a warped brake rotor, I have coasted to a stop and the rotors are so hot they have turned blue. The only way I have been able to make it stop after it starts is to back up and brake hard, or a few times I have just braked hard going forward and the vibration has gone away. I have changed the rotors, the new ones are blue from heat already, the pads, the calipers and anchors, and the flexible brake lines. There is no pulling one way or the other, I have also pulled the fuse for the ABS and that did not help at all, nor did turning the traction control off. I am running out of parts to replace. HELP PLEASE lol
